Capital Planning and Construction Unit The The Capital Planning and and Construction Unit determines and and accesses NJDOC priorities relating to capital capital capital construction projects The The unit is responsible for for providing financial summaries for both capital capital capital and capital capital capital bond appropriations The unit also assists with the the the budget for presentation to the the the New Jersey Commission on on on on Capital Budgeting and and and Planning and and and reflects the the the the the new and/or additional funding needs of the the the Department for for for capital capital projects In addition addition it it it it it it it it also is responsible for for for prioritizing the the the capital capital needs for for each correctional facility The Capital Planning and and Construction Unit also coordinates the the Agency Consultant Program This program was established by the the the the the Division of of Property Management and and Construction in in in in in in the the the the Department of of of of the the the the Treasury to assist client agencies in in in in in in the the the the planning design and and administration of of of of small construction construction projects projects in in in in in in in in in developing scopes of of of of work for major capital construction construction projects projects and and in in in in in in the investigation of of of infrastructure-related problems Furthermore the the the Capital Planning and and Construction Unit reviews all all architectural drawings for for approval in in in the the the the the renovation or or or or new construction of of of all all county and and and municipal jails under
the the the the direction of of of the the the the NJDOC’s Office of of of County Services The unit also performs site visits and and inspections inspections on on on on on all work being performed under
the the the the New Jersey Administrative Code Chapter 34
and monitors the the projects through final inspections inspections Central Medical/Transportation Unit Central Transportation Unit (CTU) –The CTU’s mission is is is the the safe and secure intrastate transportation of of of state-sentenced inmates The The CTU CTU CTU main office is is is is located located on on on on on the the the the grounds
of of of the the the the NJDOC Central Office and and includes seven satellite units located located at at at at at at at at at at prisons across the the the the state In addition the the the unit unit has two holding cells one one at at at at at at at St St Francis Medical Center and and one one at at at at at at at Garden State Youth Correctional Facility Central Transportation logs an an an an an an an average average of of 150 000 000 miles per per month month transporting an an an an an an an average average number of of 5 5 000 000 inmates per per month month for court court appearances and and remand returns from from court court medical appointments civil litigation not involving their incarceration inter-institutional transfers transfers (transfers from from state-to-state facilities) halfway halfway house house placements (state facility to to to to assessment assessment center center and assessment assessment center center to to to to halfway halfway house) transfers transfers of state-committed inmates from county jails into the state state state system emergency transfers transfers and and and and Adult Diagnostic and and and and Treatment Center psychological evaluations and and and and hearings The unit unit also provides transportation services to all other federal state and and and and local law enforcement agencies throughout New Jersey including special treatment units An established team of of truck drivers is is responsible for ensuring the the safe movement and delivery of of inmate inmate personal property as inmates are transferred throughout the the state correctional system and to halfway house locations The NJDOC has obtained remand remand agreements with 18 of of of the the the the 21 counties wherein inmates are remanded to to to the the the the the temporary custody of of of the the the the the county sheriff until completion of of of the the the the the court appearance at at at at which time Central Transportation returns the the the the inmate to to to his/her respective state correctional facility Within the the the CTU is is is the the the Interstate Escort Unit which is is is responsible for the the the return of of of all out-of-state out-of-state extraditions of of of of parole parole violators violators violators escapees Intensive Supervision Program violators violators violators Juvenile Justice parole parole violators violators violators serving time out-of-state out-of-state (STOS) cases cases and and correction compact cases transferred out out of of and returning to to to New Jersey
