• Activities and and and records are are reviewed and and and reports are are created and and and made available to appropriate administrative authorities In addition the the Health Services Unit serves as a a a a a a a a a a a a a a a a link to other state agencies and appropriate community organizations regarding professional healthcare matters The unit unit has been represented on on on the the Governor’s AIDS Advisory Advisory Council Council Hepatitis C C C Advisory Advisory Panel and and the the New Jersey Mental Health Planning Council Council The unit also serves as as a a a a a a a a a a a a a a a a a a a a link to professional colleagues regarding correctional healthcare matters on on on on on a a a a a a a a a a a a a a a a a a a a a regional and and national basis Office of Substance Abuse Programming and Addiction Services The primary mission of of of of the the the the Office of of of of Substance Abuse Programming and Addiction Services (OSAPAS) is is is to address the the the the the addiction concerns of of of of of the the the the the offender population under the the the the the jurisdiction of the the NJDOC Additionally this office provides input input to other state agencies and community organizations regarding addiction-related matters That input input is is is reflected by NJDOC membership representation to the the the the Governor’s Council on on on on on Alcoholism and and and Drug Abuse Abuse the the the the New Jersey Task Force on on on on on on Child Abuse Abuse and and and Neglect and and and the the the the Advisory Board Panel for the the the the Responsible Parenting Program This office also serves as as a a a a a a a a a a a a a a a a a a a a a a liaison to professional colleagues regarding correctional addiction matters at at at at the state and national level • • Addiction Assessment and and Treatment Referral – This office screens all NJDOC jurisdiction offenders for for level and and severity of of of addiction to make appropriate treatment referrals The instrument used for for this purpose was converted from the the research- research- supported Addiction Severity Index (ASI) to to the the correctional research-based Texas Christian University Drug Screening-V (TCUDS-V) tool midway through 2016 Trained healthcare staff members conduct the the the TCUDS-V TCUDS-V screening interviews at at at the the the NJDOC’s intake facilities Treatment referrals are are made to the the the the the classification committee based on on on the the assessment findings and other criteria Licensed Substance Use Disorder Program – The NJDOC has partnered with the New Jersey Department of of Human Services Services Division of of Mental Health and Addiction Services Services to create licensed Substance Use Disorder (SUD) programs tailored specifically for correctional settings In April the the the Department reopened Mid-State Correctional Facility as the the the first clinically driven Substance Use Disorder treatment program in in in the the the state for for male male offenders with moderate to severe alcohol and/or drug addiction issues An equivalent SUD SUD program is is offered for for for female inmates at at at at at Edna Mahan Correctional Facility for for Women Through OSAPAS an an an an offender can receive SUD SUD SUD treatment when
he he he he he or or or she is is is is identified assessed and referred to one of of of the the contracted in-prison SUD SUD programs As part of of of this undertaking OSAPAS is is is is is responsible for maintaining the the SUD SUD Program Eligibility List which ensures that offenders who are are identified and in in in in in in need of of SUD SUD treatment are are given every opportunity to be be be placed in in the program once a a a a a a a a a a a a a a a a a a bed becomes available A multi-phase approach utilizes enhanced or or or graduated levels of care in in in SUD treatment treatment services services This process can can include long-term residential residential short- term term residential residential intensive outpatient outpatient and and outpatient outpatient treatment treatment services services which can can be addressed through through varying levels of of NJDOC custody and and through through reentry into society In addition as as of of of of January 2016 licensed outpatient programs are available at at at designated Residential Community Release Programs to address the needs of of of offenders in halfway houses Self-Management and Recovery Recovery Recovery Training (SMART Recovery) – SMART SMART Recovery Recovery Recovery is an an an an an evidence-based Cognitive Behavioral Therapy-based program program that addresses any identified problem problem behavior including substance use disorder The The program program allows participants to to to identify what their problems are and and how they can proactively work to to to to change the the the the the behavior behavior by evaluating thoughts feelings and and and triggers connected to to to to the the the behavior behavior The program program is secular secular and and offers an an an an alternative to to to the the the non-secular
fellowship programs 38
